I'd definately have to go with panic, their album sold 1.5mil copies and 2006 was a huge year for them. They went from a bunch of 18 years olds recording their very first LP and releasing it in september 05 to winning the most coveted award at the VMAs less than a year later, so small feat.
Even though I wasn't a huge fan of ARctic Monkeys, I'd have to say they'd be runner-up, even though I think they got swept up in the UK's occasional tendency to extreme overrate their own artists. AMs have yet to make it big here in the states, if they do, they'll be a mainstream hit.
